The bribe virus has even affected ordinary municipal cops. Every municipal office has miles and miles of queues for one thing or another. If you can’t afford wasting five hours standing in a queue doing nothing all you have to do is quietly to pass a 50c piece to a cop. That’s the price for quick service.
